Rules and resolving disputes


Rules covering day-to-day issues (parking, pets, noise, OH&S, security, administration, etc) should be developed by all owners corporations in order to control & manage the common property and lots for the enjoyment of all occupants and visitors.

Should an owners corporation not make its own rules, the model rules outlined in the Owners Corporations Act 2006 apply.

Owners corporations can apply to VCAT to enforce rules.

All lot owners and tenants must be given a copy of the rules before they move in.

Process for dealing with complaints is set out in The Owners Corporations Act 2006. Essentially, as a first step, any complaints should be resolved internally by talking to the parties involved, the manager or committee. If this does not resolve the issue, it can be escalated through Consumer Affairs Victoria and VCAT.
